For the price you pay, the Hotel is well worth the stay.They do have an elevator which is a huge plus.

I like Lucky Star, I've spent an accumulative total of a month there. The rooms are clean, the television has some English broadcasts amidst the Indonesian Idol and karaoke channels, and the showers have hot water. The receptionists are friendly, the hourly rate for Internet usage is 4000 riel ( $1 USD), the internet phone works well, and the hotel itself isn't too far from Lucky Market. And, most importantly, the AC is extremely efficient. This is a relatively cheap hotel, only costing around $15 USD per night, so it's not a luxury resort, but it is a safe and comfortable place to crash after a hot day in Phnom Penh. Two warnings: I can't really recommend the restaurant across the street, the only time I went there service was slow and the food was mediocre. And be aware that iced coffee is cheap during the day, but expensive and served in a bag at night, because after the restaurant across the street closes, they have to send motos out to get the coffee from a vendor.
