The Asia Foundation focuses on three core areas: economic reform and development, strengthening civil society, and counter-trafficking. The Foundation works to encourage market-led growth through policy reform; creates civil society programs that are aimed at fostering a more balanced relationship between citizen and state; and supports the collection of data on trafficking, development of national standards to enhance victim care, and improved access to justice for victims of trafficking.

Eliminating Barriers to Business One of the most widely recognized successes of The Asia Foundation's Economic Reform and Development program in Cambodia is the innovative Provincial Business Environment Scorecard (PBES). The program is a partnership between the International Finance Corporation’s Mekong Private Sector Development Facility and The Asia Foundation.
